The WTO precursor General Agreement on Tariffs and Trade<\/a> (GATT) was established by a multilateral treaty of 23 countries in 1947 after World War II<\/a> in the wake of other new multilateral institutions dedicated to international economic cooperation\u2014such as the World Bank<\/a> (founded 1944) and the International Monetary Fund<\/a> (founded 1944 or 1945). A comparable international institution for trade, named the International Trade Organization<\/a> never started as the U.S<\/a>. and other signatories did not ratify the establishment treaty,[28]<\/a>[29]<\/a>[30]<\/a> and so GATT slowly became a de facto<\/a><\/em> international organization.[31]<\/a>

Seven rounds of negotiations occurred under GATT<\/a> (1949 to 1979). The first real[citation needed<\/a><\/em>][32]<\/a> GATT trade rounds (1947 to 1960) concentrated on further reducing tariffs<\/a>. Then the Kennedy Round<\/a> in the mid-sixties brought about a GATT anti-dumping<\/a> agreement and a section on development. The Tokyo Round during the seventies represented the first major attempt to tackle trade barriers that do not take the form of tariffs, and to improve the system, adopting a series of agreements on non-tariff barriers<\/a>, which in some cases interpreted existing GATT rules, and in others broke entirely new ground. Because not all GATT members accepted these plurilateral agreements<\/a>, they were often informally called “codes”. (The Uruguay Round amended several of these codes and turned them into multilateral commitments accepted by all WTO members. Only four remained plurilateral (those on government procurement, bovine meat, civil aircraft, and dairy products), but in 1997 WTO members agreed to terminate the bovine meat and dairy agreements, leaving only two.[33]<\/a>) Despite attempts in the mid-1950s and 1960s to establish some form of institutional mechanism for international trade, the GATT continued to operate for almost half a century as a semi-institutionalized multilateral treaty r\u00e9gime on a provisional basis.[34]<\/a>
