Naypyidaw<\/b> (officially romanized<\/a> Nay Pyi Taw<\/b> and also spelled as Naypyitaw<\/b> and Nay Pyi Daw<\/b>) (Burmese<\/a>: \u1014\u1031\u1015\u103c\u100a\u103a\u1010\u1031\u102c\u103a<\/span><\/span>; MLCTS<\/a>: Nepranytau<\/i>; pronounced<\/span> [n\u00e8pj\u00ecd\u0254\u0300]<\/a><\/span> lit.<\/abbr>\u2009<\/span>‘Grand Capital’<\/span>), is the capital<\/a> and third-largest city of Myanmar<\/a>. The city is located at the centre of the Naypyidaw Union Territory<\/a>.[<\/span>1]<\/span><\/a><\/sup> It is unusual among Myanmar’s cities in that it is an entirely planned city<\/a> outside of any state or region<\/a>. The city, then known only as Pyinmana District<\/a>, officially replaced Yangon<\/a> as the administrative capital of Myanmar on 6 November 2005; its official name was revealed to the public on Armed Forces Day<\/a>, 27 March 2006.[<\/span>5]<\/span><\/a><\/sup>

As the seat of the government of Myanmar, Naypyidaw is the site of the Union Parliament<\/a>, the Supreme Court<\/a>, the Presidential Palace<\/a>, the official residences of the Cabinet of Myanmar<\/a> and the headquarters of government ministries and military<\/a>. Naypyidaw is notable for its unusual combination of large size and very low population density.[<\/span>6]<\/span><\/a>[<\/span>7]<\/span><\/a><\/sup> The city hosted the 24th and 25th ASEAN Summit<\/a>, the 3rd BIMSTEC<\/a> Summit, the Ninth East Asia Summit<\/a>, the 2013 Southeast Asian Games<\/a> and the 2014 AFC U-19 Championship<\/a>.

Naypyidaw<\/em> is Burmese<\/a> for “abode of the king”, and is generally translated as “royal capital”,[8]<\/a><\/sup> “seat of the king”, or “abode of kings”.[3]<\/a><\/sup> Traditionally, it was used as a suffix to the names of royal capitals, such as Mandalay<\/a>, which was called Yattanarbon Naypyidaw (\u101b\u1010\u1014\u102c\u1015\u102f\u1036\u1014\u1031\u1015\u103c\u100a\u103a\u1010\u1031\u102c\u103a).

1. \u5386\u53f2 | History<\/h2>\n\n\n\n

Naypyidaw was founded on a greenfield site<\/a> near Pyinmana<\/a>, about 320 kilometres (200 mi) north of the old capital, Yangon<\/a>. Construction started in 2002 and was completed by 2012.[9]<\/a><\/sup> At least 25 construction companies were hired by the military government<\/a> to build the city.[10]<\/a><\/sup> It is estimated that the planned city development reaches US$4 billion.[11]<\/a>[12]<\/a><\/sup>

On 27 March 2006, more than 12,000 troops marched in the new capital in its first public event: a massive military parade to mark Armed Forces Day<\/a>, the anniversary of Burma’s 1945 revolution against the Japanese occupation<\/a>. Filming was restricted to the concrete parade ground, which contains enormous sculptures of Kings Anawrahta<\/a>, Bayinnaung<\/a> and Alaungpaya<\/a>. The city was officially named Naypyidaw[13]<\/a><\/sup> during these ceremonies,[14]<\/a><\/sup> and the official, albeit mostly administrative, capital of the country was relocated from Yangon to Naypyidaw.
\u3010\u53c2\u8003\u8bd1\u6587\u30112006\u5e743\u670827\u65e5\uff0c\u8d85\u8fc712,000\u540d\u58eb\u5175\u5728\u5185\u6bd4\u90fd\u8fd9\u5ea7\u65b0\u9996\u90fd\u4e3e\u884c\u4e86\u7b2c\u4e00\u6b21\u516c\u5f00\u6d3b\u52a8\uff1a\u4e3a\u7eaa\u5ff5\u7f05\u75381945\u5e74\u53cd\u6297\u65e5\u672c\u5360\u9886\u7684\u9769\u547d\u5468\u5e74\u7eaa\u5ff5\u65e5\uff0c\u4e3e\u884c\u4e86\u4e00\u573a\u76db\u5927\u7684\u9605\u5175\u5f0f\u3002\u62cd\u6444\u4ec5\u9650\u4e8e\u6df7\u51dd\u571f\u9605\u5175\u573a\uff0c\u573a\u5730\u4e0a\u6709\u56fd\u738b\u963f\u5974\u5f8b\u9640\u3001\u84b2\u7518\u738b\u548c\u83bd\u5e94\u9f99\u56fd\u738b\u7684\u5de8\u5927\u96d5\u5851\u3002\u5728\u8fd9\u4e9b\u4eea\u5f0f\u671f\u95f4\uff0c\u8fd9\u5ea7\u57ce\u5e02\u88ab\u6b63\u5f0f\u547d\u540d\u4e3a\u5185\u6bd4\u90fd[13]\uff0c\u5e76\u4e14\u7f05\u7538\u7684\u5b98\u65b9\uff08\u5c3d\u7ba1\u4e3b\u8981\u662f\u884c\u653f\u4e0a\uff09\u9996\u90fd\u4ece\u4ef0\u5149\u8fc1\u5230\u4e86\u5185\u6bd4\u90fd[14]\u3002<\/p>\n\n\n\n

On 4 April 2024, the People’s Defense Force<\/a> launched an unprecedented drone attack against Aye Lar airbase, the main Tatmadaw headquarters, and Min Aung Hlaing’s residence. Almost 30 drones were deployed; junta forces claimed 7 were shot down.[15]<\/a>[16]<\/a><\/sup>

There are several assumptions why the capital was moved: Naypyidaw is more centrally located than the old capital, Yangon<\/a>. It was felt by governmental and military leaders that a stronger military and governmental presence nearby might provide stability to those chronically turbulent regions.[17]<\/a><\/sup> The military’s purpose appears to have been to build an impregnable citadel, able to withstand foreign invasion or popular uprisings.[18]<\/a><\/sup> The official explanation for moving the capital was that Yangon had become too congested and crowded with little room for future expansion of government offices.[3]<\/a><\/sup>

The city’s Ministry zone contains the headquarters of Myanmar’s government ministries. All the ministry buildings are identical in appearance.[24]<\/a><\/sup> A parliamentary<\/a> complex consisting of 31 buildings[25]<\/a><\/sup> and a 100-room presidential palace<\/a> are also located there.[20]<\/a><\/sup> The zone also contains the city hall building, which has many characteristics of Stalinist architecture<\/a>, but with a Burmese-style roof.

3.4 \u5916\u4ea4\u533a | Diplomatic zone<\/h3>\n\n\n\n

The government has set aside 2 hectares (4.9 acres) of land each for foreign embassies and headquarters of United Nations<\/a> missions. The Chinese embassy formally opened its interim liaison office in 2017. The liaison office is the first foreign office to be permitted to open in Naypyidaw.[26]<\/a><\/sup> Bangladesh and Malaysia have also signed agreements to open embassies in Naypyidaw. The government confirms that proposals have been put forward by 11 other countries to move their embassies to Naypyidaw, namely Russia, China, the United States, India, Saudi Arabia, Qatar, the Philippines, Indonesia, Thailand, Turkey and Kuwait.[27]<\/a><\/sup> In February 2018, State Counsellor Daw Aung San Suu Kyi<\/a> chaired a meeting at the Ministry of Foreign Affairs in Naypyidaw where she urged foreign governments to move their embassies to the capital.

3.5 \u9152\u5e97\u533a | Hotel zone<\/h3>\n\n\n\n

The Hotel zone has a handful of villa-style hotels on the hilly outskirts of the city. There are twelve hotels located in or near Naypyidaw. Eight of these are located within the Naypyidaw Hotel Zone, and two are located in Laeway (Lewe<\/a>) on the Yangon-Mandalay Road.[28]<\/a><\/sup> Forty villas were constructed near the Myanmar Convention Centre in preparation for the 25th ASEAN summit<\/a> conducted in Naypyidaw in November 2014. Construction of the villas was begun in 2010 by the government. However, funds were limited, so the project was later put out to tender for completion by private sector investors. A total of 348 hotels and 442 inns were constructed to house the athletes and spectators of the 2013 Southeast Asian Games<\/a>, which was hosted in Naypyidaw.[29]<\/a><\/sup>

Ngalaik Lake Gardens is a small water park situated along the Ngalaik Dam<\/a>, near Kyweshin Village on Ngalaik Lake (about 11 kilometres (7 mi) from Naypyidaw). Opened in 2008, facilities at the Ngalaik Lake Gardens include water slides, natural resorts, lodging and a beach. The gardens are open to the public during Thingyan<\/a> holidays.[30]<\/a><\/sup>

Also opened in 2008, the 81-hectare (200-acre) National Herbal Park<\/a> has exhibits of plants having medicinal applications from all of the major regions of Myanmar. There are thousands of plants at the park, representing hundreds of different species.[31]<\/a><\/sup> Behind the city hall, there is a park with a playground and water fountain complex<\/a>, which hosts a musical light show every night.[20]<\/a><\/sup>

The Naypyidaw Zoological Gardens<\/a> opened in 2008 with 420 species and now with 1500 animals. The main attraction of the zoo is the climate-controlled penguin house. Similar in size and shape to the Shwedagon Pagoda<\/a> in Yangon, Uppatasanti Pagoda<\/a> was completed in 2009.[36]<\/a><\/sup> This new pagoda is named the Uppatasanti or “Peace Pagoda”. The stake-driving ceremony for the pagoda was held on 12 November 2006.[37]<\/a><\/sup> The invitation card for the ceremony opened with a phrase “Rajahtani Naypyidaw (the royal capital where the king resides)”.[38]<\/a><\/sup> The pagoda is just 30 cm (12 in) shorter than the Shwedagon Pagoda.[39]<\/a><\/sup> Uppatasanti translates roughly to “Protection against Calamity”. It is the name of a s\u016btra<\/a> prepared by a monk in the early 16th century. It is to be recited in time of crisis, especially in the face of foreign invasion.[40]<\/a><\/sup>

The Naypyidaw Union Territory<\/a> is administered at both the State\/Region<\/a> level, and as a municipality<\/a> at the local level under two different governing bodies. Naypyidaw is one of three cities in the country to have municipal governance, the others being Yangon and Mandalay.[41]<\/a><\/sup>

Naypyidaw Council<\/a> (NPTC) is the regional administrative body of the territory, and is under the direct supervision of the President of Myanmar<\/a>.[42]<\/a><\/sup> The council is appointed by the President, and must have no less than 5 and no more than 10 members and include both civilians and military<\/a> personnel. The Chairperson becomes the ex-officio<\/a> Mayor, and the Head of the General Administration Department<\/a> (GAD) of the territory becomes the Secretary of the council.[42]<\/a>[43]<\/a><\/sup> Matters under the jurisdiction<\/a> of the Council include: general planning, coordination of internal security<\/a>, nature conservation<\/a>, emergency management<\/a>, oversight of civil service<\/a> organizations within the territory, and any other duties assigned to it by the constitution or law.[42]<\/a><\/sup>

Naypyidaw Development Committee<\/a> (NPTDC) is the local government<\/a> body of the territory. The committee is appointed by the President, and must have at least 5 members, but no more than 9.[44]<\/a><\/sup> The Chairperson of the Committee becomes the Mayor of Naypyidaw, the vice-chairman becomes the Vice-Mayor, and the Head of Office becomes the Joint Secretary of the committee.[44]<\/a><\/sup> Because both laws make the chair of the Council and Committee the mayor, the same person holds both offices. Matters under the jurisdiction of the Committee include: urban planning<\/a>, land-use planning<\/a>, planning permission<\/a>, traffic management<\/a>, various public works<\/a> (sewage treatment<\/a>, water supply<\/a>, sanitation<\/a>, roads, bridges, drainage, etc.), and other local competencies.[44]<\/a><\/sup> Unlike the NPTC which must request funding for its budget from the Union government, the committee is permitted to levy taxes to fund its work.[44]<\/a><\/sup>

Naypyidaw Union Territory consists of 2 districts<\/a> subdivided into 8 townships<\/a>. Pyinmana<\/a>, Lewe<\/a>, and Tatkone<\/a> townships were all formerly part of Yamethin District<\/a> in Mandalay Region<\/a>. Ottarathiri, Dekkhinathiri, Popphathiri, Zabuthiri, and Zeyathiri are all new townships under construction. Like the townships in the rest of the country, they are governed by a development affairs organization (DAO) which includes a Township Administrator appointed by the General Administration Department<\/a>, and an elected Township Development Affairs Committee (TDAC).[41]<\/a><\/sup>
