Air Koryo\u2019s history can be traced to the founding of the Soviet\u2013North Korean Airline (SOKAO) in 1950.[13]<\/a><\/sup> Following the Korean War<\/a>, in 1955, the airline was reorganized as Korean Airways and started domestic and international routes to other communist<\/a> Eastern Bloc<\/a> states in Asia<\/a> and Europe<\/a>.[14]<\/a><\/sup> Another reorganization followed after the collapse of the Soviet Union<\/a>, and in 1993, the airline adopted its current name, Air Koryo.[15]<\/a><\/sup>
\u3010\u53c2\u8003\u8bd1\u6587\u3011\u9ad8\u4e3d\u822a\u7a7a\u7684\u5386\u53f2\u53ef\u4ee5\u8ffd\u6eaf\u52301950\u5e74\u82cf\u8054-\u671d\u9c9c\u822a\u7a7a\u516c\u53f8\uff08SOKAO\uff09\u7684\u6210\u7acb\u3002[13]\u671d\u9c9c\u6218\u4e89\u7ed3\u675f\u540e\uff0c1955\u5e74\uff0c\u8be5\u822a\u7a7a\u516c\u53f8\u91cd\u7ec4\u4e3a\u671d\u9c9c\u822a\u7a7a\uff0c\u5e76\u5f00\u59cb\u8fd0\u8425\u5f80\u8fd4\u4e8e\u4e9a\u6d32\u548c\u6b27\u6d32\u5176\u4ed6\u5171\u4ea7\u4e3b\u4e49\u4e1c\u6b27\u56fd\u5bb6\u7684\u56fd\u5185\u548c\u56fd\u9645\u822a\u7ebf\u3002[14]\u82cf\u8054\u89e3\u4f53\u540e\uff0c\u8be5\u822a\u7a7a\u516c\u53f8\u518d\u6b21\u8fdb\u884c\u91cd\u7ec4\uff0c\u5e76\u4e8e1993\u5e74\u91c7\u7528\u73b0\u540d\u2014\u2014\u9ad8\u4e3d\u822a\u7a7a\u3002[15]<\/p>\n\n\n\n

Due to its aging fleet of Soviet aircraft and related safety and maintenance concerns, Air Koryo was banned<\/a> in the European Union<\/a> between 2006 and 2020, when it was allowed to resume operations into the EU with their newly acquired Tu-204<\/a> aircraft.[16]<\/a><\/sup> During the rule of Kim Jong Un, Air Koryo also started branching out into commercial sectors beyond aviation, such as ground transportation<\/a> and consumer goods<\/a>.[17]<\/a><\/sup> The COVID-19 pandemic<\/a> caused Air Koryo to suspend regular operations, with no scheduled international flights between 2020 and 2023.[18]<\/a><\/sup>

In early 1950, SOKAO (Soviet\u2013Korean Airline), \uc18c\ub828-\uc870\uc120\ud56d\uacf5; \u8607\u806f-\u671d\u9bae\u822a\u7a7a) was established as a joint North Korean-Soviet<\/a> venture to connect Pyongyang<\/a> with Moscow<\/a>.[13]<\/a>[14]<\/a><\/sup> Regular flights began that same year.[19]<\/a><\/sup> Services were suspended during the Korean War<\/a>, resuming in 1953 as Bureau of Civil Aviation Ministry of Transport of DPRK. The state airline was then placed under the control of the Civil Aviation Administration of Korea (CAAK) and re-branded Korean Airways (\uc870\uc120\ubbfc\ud56d; \u671d\u9bae\u6c11\u822a), starting operations on 21 September 1955 with Lisunov Li-2<\/a>, Antonov An-2<\/a> and Ilyushin Il-12<\/a> aircraft. Ilyushin Il-14s<\/a> and Ilyushin Il-18s<\/a> were added to the fleet in the 1960s.[8]<\/a>[14]<\/a>[20]<\/a><\/sup>

Jet operations commenced in 1975 when the first Tupolev Tu-154<\/a> was delivered for service from Pyongyang to Prague<\/a>, East Berlin<\/a>, and Moscow with refueling stops in Irkutsk<\/a> and Novosibirsk<\/a>. As the Tu-154 had insufficient range, the aircraft refueled at Irkutsk<\/a> and Novosibirsk<\/a>. Tu-134s<\/a> and An-24s<\/a> were also delivered to start domestic services.[21]<\/a><\/sup> The Tu-154 fleet was increased at the start of the 1980s, while the first long-haul Ilyushin Il-62<\/a> was delivered back in 1979 (two of these aircraft are used in VIP configuration),[22]<\/a><\/sup> allowing Korean Airways to offer a direct non-stop service to Moscow for the first time, as well as serving Sofia<\/a> and Belgrade<\/a>.[15]<\/a><\/sup>

Alongside Soviet aircraft, North Korea also considered acquiring Concorde<\/a> supersonic jets<\/a> for Air Koryo under a plan by Kim Il Sung<\/a> to boost the country’s international prestige. North Korea and A\u00e9rospatiale<\/a> and British Aerospace<\/a>\u00a0\u2013 Concorde’s two European manufacturers\u00a0\u2013 signed a preliminary purchase agreement with the country for two Concordes in 1979, but the deal never proceeded because of North Korea’s economic challenges and Cold War<\/a> tensions between East and West.[23]<\/a><\/sup>

Korean Airways re-branded as Air Koryo on 28 March 1992, and in 1993, ordered three Ilyushin Il-76<\/a> freight aircraft to carry cargo to and from its destinations in China and Russia.[21]<\/a>[15]<\/a>[24]<\/a><\/sup>

Due to safety and maintenance concerns, Air Koryo was added to the list of air carriers banned in the European Union<\/a> in March 2006. The European Commission<\/a> found evidence of serious safety deficiencies on the part of Air Koryo during ramp<\/a> inspections in France and Germany. Air Koryo persistently failed to address these issues during other subsequent ramp inspections performed by the EU under the SAFA programme<\/a>, pointing to blatant systemic safety deficiencies at Air Koryo operations.

The airline failed to reply to an inquiry by the French Civil Aviation Authority<\/a> regarding its safety operations, pointing to a lack of transparency or communication on the part of Air Koryo. The plan by Air Koryo for corrective action, presented in response to France’s request, was found to be inadequate and insufficient. The EC also held that North Korean authorities did not adequately oversee the flag carrier<\/a>, which it was obliged to do under the Chicago Convention<\/a>. Therefore, on the basis of the common criteria,[27]<\/a><\/sup> the Commission assessed that Air Koryo did not meet the relevant safety standards.[28]<\/a><\/sup><\/em>

In September 2009, Air Koryo ordered an additional example of the Tupolev Tu-204-300 aircraft and a single Tupolev Tu-204-100. Air Koryo was to receive its first of two Tupolev Tu-204-100B aircraft fitted with 210 seats. Flights to Dalian<\/a> in China were added to the Air Koryo schedule. Also, twice weekly Tu-134 flights from Pyongyang and direct services from Pyongyang to Shanghai Pudong<\/a> were inaugurated with a two weekly service on JS522 and returning on JS523[29]<\/a><\/sup> in 2010.[30]<\/a><\/sup>

In March 2010, Air Koryo was allowed to resume operations into the EU with their Tu-204 aircraft, which were fitted with the necessary equipment to comply with mandatory international standards. Currently, the Tu-204 is the only aircraft Air Koryo operates that is allowed into EU airspace.[31]<\/a>[32]<\/a>[33]<\/a><\/sup> In April 2011, Air Koryo launched its first services to Malaysia with the inauguration of flights from Pyongyang to Kuala Lumpur<\/a>.[34]<\/a><\/sup> The flights operated twice a week utilizing the Tu-204, but were cancelled in mid-2017 due to sanctions imposed resulting from the poisoning murder of Kim Jong-nam<\/a> at Kuala Lumpur International Airport<\/a> by suspected North Korean agents.[35]<\/a><\/sup>

In 2012, Air Koryo resumed flights to Kuala Lumpur<\/a> but ceased the service in 2014 along with its expansion into Harbin<\/a>, China.[37]<\/a>[38]<\/a><\/sup> In 2012, Juche Travel Services, a company operating tours to North Korea, launched “aviation enthusiast” tours using chartered Air Koryo aircraft, which offered visitors the chance to fly on every type of Air Koryo aircraft within North Korea, the Mil-17, An-24, Tu-134, Tu-154, and Il-62. The international services were operated by An-148<\/a>, Tu-154, or Tu-204.[39]<\/a><\/sup>
